What does “jurisdictional vacuum” mean in English?
A vacuum is empty space — nothing is there. A jurisdictional vacuum is the same idea in law. Two authorities both have some power over a case, but each one says the other must act first. The result is a gap: nobody moves. “Jurisdiction” means the legal power to decide something. When that power is not clearly split, the vacuum appears — and people get stuck waiting.
