Nog niet combines nog (still / yet) with niet (not). The phrase says the action or state hasn't happened but might still. Dutch handles this in one phrase what English splits between "not yet" and "still not." A Dutch person asked if they've eaten dinner can say nog niet — the implication is "but I will." A Dutch parent asked if a kid's homework is done can say nog niet — same implication.

The phrase has a built-in expectation that the eventual answer will be positive. Nog niet therefore carries forward-looking energy that helemaal niet (not at all) doesn't have. It's the standard tool for any "in progress" or "delayed" status. Dutch package-tracking emails say nog niet bezorgd (not yet delivered), Dutch project managers say nog niet af (not yet done), Dutch students say nog niet ingeleverd (not yet handed in).

A subtle pragmatic note: emphasis can flip the meaning. Nóg niet with stress on nog is firmer ("not yet, dammit"); flat nog niet is neutral.
