What does “worth the paper it’s written on” mean in English?
If a contract is “not worth the paper it’s written on,” it means nothing — just words, with nothing behind them. Paper by itself has almost no value, so a document with no real force is worth the same. People use this phrase about promises, laws, and agreements that look official but are easy to break or ignore. The phrase usually comes up in the negative.
In this clip, a US congressman is doubtful about a China trade deal. He wants it properly signed and enforced.
