What does “Flickenteppich” mean in German?
A welfare group sums up the payment-card policy with one word: “Entstanden ist ein Flickenteppich” — what came out is a patchwork. The report then shows why: in some German states people can withdraw over €50, in most they can’t; online shopping is allowed in many places but not everywhere; a few cities dropped the card completely. One national plan, dozens of local versions — that scattered, uneven result is exactly what this word paints.
Spoken in the clip: “Entstanden ist ein Flickenteppich, so der Sozialverband AWO.” — “What came out is a patchwork, says the welfare group AWO.” A Flickenteppich is literally a carpet stitched from mismatched patches. People use it for any system where the rules change from region to region, so nothing fits together cleanly. It usually carries a tired, critical tone — the speaker thinks the mess could have been avoided.
